WHAT TO DO WHEN SELECTORS OF CIVIL SERVANTS BECOME CORRUPT ?

This is high time that we brought the required transparency into our system of selecting people who are to deliver  administration  to the public. They are the ones who are at  the cutting edge of all kind of public services be it executive or judicial.
Presently the system is actually selecting bidders from amongst the   eligible candidates who pay the highest  bid rather than  being the most competent out of the lot as only those who are willing to pay substantial amounts as bribes or very well connected get the nod while the rest keep quite accepting it as their fate and only a minuscule minority challenge the established system via judiciary but these also receive a verdict when half of their useful  life and age is spent waiting for a favourable  judicial verdict or response.

Now what has to be done to stem the rot. The aim should be to immediately change the procedure to reduce subjectivity, have an expert /technical committee evaluate a candidate separately and have them interview  the candidate for minimum 10 to 15 minutes to at least gauge/ evaluate the candidate properly and not give a short shrift to the procedure with only one or two members attending and that too spending two to five minutes on an average on the interview process. Then let the PPSC members interview the same candidate and take out an average of both because we now know that PPSC is not doing the assigned job properly hence the need to intervene immediately. Let the competent stand up and be counted and stop the incompetent not be herded through the back door.
Time has also come to have a re look and change the method of selecting the selectors i.e. the members and the Chairman. The nomination is not the correct way to go about of appointing persons to such posts. When you have a search committee to select a VC of a university than what stops us from a similar procedure to select the members of the commission  from amongst the public. Mind you there are competent people who are on the margins of our society waiting to participate in honest functioning of such public institutions. They may not hang around the powers that be.

HOW CALLOUS WE ARE : ONLY A CHILD'S DEATH WAKES UP LUDHIANA MC TO ITS DUTIES

Reaction is all very very INDIAN -Why a child's death wakes  and shakes us  all including media to reality of things? Why  THE MUNICIPAL CORPORATION  -LUDHIANA  DID NOT WAKE UP EARLIER TO COORDINATE  WITH THE COMPANY CONSTRUCTING THE NATIONAL HIGHWAY ?
 What difference  is there in the way we  carry on construction activities  and the way people who are safety conscious do the same construction activities? Are we really bothered about these small issues like a missing manhole cover - till it takes away a precious life?
 After all in India in many cities there will be manhole covers missing by default. The society has  also to take some blame.  It is  indeed ironic that  WE DO NOT HAVE ENOUGH FUNDS TO REPLACE  THE STOLEN MANHOLE COVERS. What is a man hole cover cost .................... It is too sad to reflect on  the cost  of a man hole cover versus human life’s value equation . MC has to set its house in order and provide replacements come what may because  the consequences of such small missing things   result in loss of precious human lives.

All the above is the sorry picture of the way things are. But now let us take look on the brighter side too. There is progress - flyovers ,six lane roads , railway over bridges but at the same time we need is to take care of small innocuous things and built safely, maintain cleanliness. Do not always expect the govt authorities to do things which they overlookor are slow to do or are reluctant to do because of various types of shortages,excuses.reasons and may be because of sheer laziness. All we need to do is that we as conscientious citizens is to go to these authorities to ask them to do things, offer voluntary help , take some time out of our otherwise busy schedules (as we do for attending Marriages, Bhogs and Akhand Paths),voluntarily  donate or participate to offset the shortage of labour work force or to provide transport or offer voluntary resolution of all issues which hinder execution. This is indeed the citizen participation  when authorities have all the other resources but small glitches stop their execution  so as to wake them up from their deep slumber . If we participate in this manner  we actually play our true role in DEMOCRATIC INDIA : REMEMBER DEMOCRACY IS -OF,BY AND FOR THE PEOPLE! JAI HO!
